I am abroad and want to log on to my O2. However when I try to open it up
it says that it needs to check who I am and sends me a text message. I cannot receive text messages because I put a limit on the account and I think I am over it. Their help doesn’t exist … live chat doesn’t work … no human help on the horizon. Tried ringing the local branch office .. doesn’t work.

It's free to receive texts abroad
As above, social media is the way to get support these days

Texts are always free to receive so that's nothing to do with your spend cap.
Mosts issues abroad are down to the network you are roaming on, so try manually searching for another network and try that.
Even those that say forbidden can be used abroad.
