Confused as to different tarifs on my two phones

I have two Mobile Phones which I thought were on the same tariff but I've only just realised  that one is on a 100gb data at £23.46pm and the other is on unlimited data at £18.33pm. Why are they different?

You can choose from a range of tariffs and prices which vary all the time.

You may not get the same today as you can get next week for example.
