Can't send SMS messages without data connection

Strange one here, my mums phone (Moto G8) will not send SMS messages unless her mobile data is activated. I have looked at the settings and nothing seems out of the ordinary and I'm thoroughly stumped on what would cause it to rely on the internet instead of the carrier signal.

Any suggestions appreciated.

Sounds like RCS is turned on in messaging,
