Hi I can’t see all my old bills it only allows me to see from September 2023 yet September 2022 is available

You need to use the Web version of your MyO2 to download any that are accessible to you, as you may have notice.
I don't know of anyone who has access to bills prior to about Sep-2023, tbh. Still, customer services can help by sending any prior to then, up to about 3 years' from current date (from memory!) to you as a batch in the post or by e-mail.
