For some reason o2 have put the service Charge to Mobile on a one month option. You have to contact customer service each month to get it added to your account.

I got a bill in the post claiming to be 02 saying I owe them money and they have disconnected me I checked bills up to date pretty sure it’s a fraudulent letter

If you haven't been disconnected and all bills are up to date then it's fraudulent. However it's rare for O2 to send a letter. I would check this out with O2.
This looks like something you’d need to call O2’s Payment management team about. You can reach them by calling -0800 902 0217.
If you have no access to a phone then use Skype to call 0800 032 1402

When you call, you will be asked for the reason you are calling,
Stay silent for 15 seconds and you will be taken to the keypad options.
Press 2 for Everything Else
Press 5 for More Options
Press 7 for Anything Else which will put you though to an advisor.
Press Upgrade, Lost/Stolen or Fraud if you have to.
8am is the best time to call
