Sim only vs new phone

Can anybody explain to me why
If I get a new phone on refresh & tie in for 3 yr , the plan price for 20gb for price of 15gb is £29 a month.
But if I go sim only and only sign up for 1 yr on 15 gb plan it’s only £20 a month ?
Surely refresh means phone payment is completely separate so what phone I choose shouldn’t affect the plan price ??
