my contract ends on 4th March 2016 and I am thinking of leaving for another network i know I have to give notice but will I still be charged if I give notice now

Just use your PAC when you move networks and your o2 account will terminate immediately and a final bill generated.
If you do it on 2nd March you won't get any charges beyond your final bill.

You can give your 30 days notice upto 30 days in advance. So giving the notice now means you will pay this month and part of next month. Though, I'm sure I read on another thread that if your porting your number out you wouldn't be charged for the part month after your billing date. But i cant confirm this to be correct.

 

What network you thinking about going to, remember you can use 3rd parties to upgrade so might be worth checking that out before jumping ship.
