Is the 2K PS4 upscale a noticeable feature over a 1080p tv?

Not over a native tv, but it's much better than on z phones.
Native tv feed from console will always be better than video feed from Internet.

The actual video output from ps4 is 720p at 60fps, the Z4 takes that and fills in the pixels to make it 1600p.

It sounds worse than the actual end results.

But when you take a closer picture, you can see how the pixels get filled out to smooth the image.
