To answer the first part of your question, no, not at the moment, the Tugo ringtone cannot be changed.

Soooo up I pop with my questioning head on....to ask why it can't be changed...?

To me (with limited knowledge of TuGo) changing ringtones would seem quite an easy thing to do?
