New SIM - need to unblock phone

I have got a new Vodafone SIM for my son to use in my husband’s old phone (O2). It won’t work in the phone so I’m guessing we need to get the phone unblocked. I can’t get through to o2 (obviously, because nobody can!) - is there any other work around...
