Wifi on the London Underground

Why is o2 the only mobile phone provider that is not part of the Virgin Wifi service on the London Underground?

It seems rather ridiculous that Vodafone, Orange, T Mobile etc are all part of the scheme and yet o2 users are being penalised and will have to pay a monthly fee going forward....

Is o2 planning to join anytime soon?

O2 is the only provider with service on Glasgow's subway 

Not exactly a match for the bustling metro of London, but I remember for a week going to uni O2 were there handing out free subway tickets for everyone because of it
