Why do I not receive phone calls on my ported phone number

I recently bought an phone from o2 on a pay monthly contract and had my number ported over from Plusnet.
the porting was supposed to happen on 21 March and it is now 21:00 on 22nd March - while I can call out and my friends tell me that they can see the correct number, when they phone my original and ported number, then they get a "failed" tone which disconnects and I'm none the wiser.
Who can help?

Reboot your phone and try again.
If it's not fully completed by the morning call customer service as it may need the porting files resending.
