Why can't I use 3 network for 3G when they own O2

where I live there is no O2 3G not even edge only 2G and the O2 have no plan to do anything about it but I have found out that 3 have an amazing 3G signal round here so why can't O2 customers use 3 it's the same company ?

The buyout hasnt been ratified yet so its not official yet

I guess that if they have no plans to upgrade then mast share would be there only option. Unless we all get changed to 3 anyway. I have with O2 for years but just lately there service has been poor it a shame they were great

Also they are on a 4G network upgrade rollout across the country so signal has differed for others as well
