I am going to be in the USA from 27th November to December 7th inclusive, can I use my phone for emails etc without addtional cost?

It depends on your tariff and bolt on
Yes you can if you have the O2 Travel Inclusive bolt on
Otherwise there is a daily charge for each day you use the phone

Also, some of the US networks need you to have 4G Calling enabled, even though you may not make calls.

And as per the very last paragraph in the Megaguide, @Geoffrey3b:
- Forbidden Networks: If you're struggling to connect to any of the roaming networks showing as available, another option is to try and manually connect to any networks showing as forbidden.
Some found AT&T does not work, but manually selecting T-Mobile does. Enjoy the trip!

@Geoffrey3 To add to the above advice, using AT&T or T-Mobile is dependent on proximity to where their masts are located. There are many areas where one is better than the other. You have to try both. Also keep in mind that roaming speeds are throttled to 2mbps, which is passable in some places and useless in others. Plenty of free WiFi hotspots but they're not secure unless you use a VPN.
