I'd like to know if I upgrade iPhone 4 to 5 in may, can I get a lower monthly tariff pay £31 at minuet and can only afford around £20 now, and want iPhone 5 for free , help

you could go sim free, sell your phone to help with the cost of getting the iphone 5 then choose a deal suited to your needs

Cheapest tariff on O2 to get the iPhone 5 for free is £42 per month. A bit more than you're looking to pay, I'm afraid.
