I’m having a problem that phone texts I send from my iphone8 to a tesco
mobile non smart phone are not being delivered. When I add the tracking code *0# I receive a response that the message is buffering.. The receiving number can phone me and text me ok. I can phone the number ok. Both parties have tried switching the phones off and back on. Both parties have deleted the other’s contact details and re-entered. No issues with any other number only this one. Looking for suggestions to resolve Please.

Check that you are not trying to send as an iMessage or as an RCS message @Woolly59 -

RCS not yet supported by O2 on iPhones @gmarkj and the user cannot choose between iMessage and SMS.
The only failure point there would be if "send as sms" was not enabled in message settings.
