Only if you pay off your device plan (if on refresh) and changing to a cheaper sim only tariff.

maybe you can. The only other way would be if you have increased your tariff in the past to a higher one you can drop back down to your orginal one but you cant go below that orginal tariff you signed for.. Unless your out of contract.
