Well with radio waves travelling at the speed of light of around 300.000 kms/sec there must be a need to pause it for 2 seconds every year so as not to blow all your light bulbs in the house. Or more likely it is everything to do with One Direction

@Cleoriff I just purchased a new watch recently. Slightly more upmarket my usual purchases. 

Tissot Chronograph. So it's essentially an upmarket Swatch.
