However, I heard nothing and the item was never delivered. It's been 3 weeks now, no-one knows where the Streak is. According to their system it was delivered, but there's no dispatch date or order number so they also say it can't possibly have been sent.
I've contacted O2 numerous times but they can only "investigate" the issue, without ever getting back to me. And they won't let me cancel as I'm past my 14-day cooling off period.
I'd get in touch by phone, and if anything seems vaguely suspicious, cancel immediately and ask for your £100 back. They have no idea what they're doing.

I have the same issue, except I ordered a Dell Streak on a data-only (ie. mobile broadband) tariff, and didn't have to pay £100. But I see the same message if I log-in to my account.

The 14 day return policy only applies from the date of receipt of the phone.

Fine in theory, but it seems that customer service staff aren't able to do this in practice. I've (hopefully) got the matter dealt with now, but in doing so I received a bill for £588 because they couldn't cancel under the 14-day policy so had to enter that I'd paid the entire contract off early.
I was instructed to cancel the direct debit so it wouldn't be paid, but still... that's not right.
