So what did OFCOM expect would happen?

Should have stopped mid term price rises.

Interesting to see the line about spending £700m on network infrastructure.

Vodafone Three are committed to £11 Billion over the next 9 years

If O2 are right then they will spend just over £6 Billion in that timeframe and the network is starting from a poorer position. 

There will be no catch up
