Does anybody know who aree O2's roaming partner(s) is/are in Finland?
I have the phone set to "automatic" and it always finds Telia but this network seems to have substantial gaps in its coverage.

Don't think they produce lists these days
Just set things to manual and see what works.

Haven't been able to get any roaming service since last Friday. None of the networks seem to work. Is there a problem with O2's servers?

It has nothing to do with Servers, as long as your phone is enabled for Roaming the local partner should let you connect.
If you can't connect to any network, then try changing the network to 4G

I have tried all the networks that the phone sees and I've made sure the phone is in 4G mode. Data roaming is on and I have at least 10GB of capacity having just renewed the package (I use a prepaid sim).
No joy at all.
Safari message is "Cannot load page because the Server has stopped responding".

You say you are PAYG, that would produce a problem making calls in Finland as 3G has closed down and your phone may not drop to 2G quick enough.
That should not stop data roaming unless the network are starting to refuse access to none 4G Calling phones.
