As it turned out in my city, there is no support for 4G Calling (VoLTE). Does O2 plan to provide this service and when?

Of course. WiFi calling for available and it is fine. Just check screenshot above I'm inside the covered area but no 4g calls (VoLTE) for me...

No, because it says your phone isn't capable so either it's not enabled, not turned on or you're on the wrong firmware.

So the remaining possibilities are:
1 - The S9+ needs o2 firmware, or
2 - It isn't really enabled in your area.

Apart from a mast not working currently, it also says 4g calling is not availble,,,,,
