@Anonymous If you're on a Refresh contract, which is what it sounds like from your description, you cannot do what you want to do. The device and airtime tariffs are charged separately. That's the way the contract is set up. You cannot change that, except by paying off the device part of the contract. You also say you want to change tariff? If it's Refresh you are on currently, then what do you want to change it to?
You cannot downgrade your Refresh tariff unless you complete your minimum term or upgrade by paying your device plan off.(as explained Refresh link posted by @Bambino )
