How to bar call centre nuisance calls, and how to identify a call centre?

Hi, I travel a lot, and I have a PAYG O2 number that I also check when I'm abroad.  I get "missed calls" reports but frequently when I call back it turns out to be YACC (Yet Another Call Centre) trying to flog stuff (they also lie - they state that they have some relation to "your mobile provider" - that's a verbatim quote).  As you never end up actually talking to a human being it is nigh imnpossible to identify who the real cuprit is, but I do have their number.

Is there a way in which I can call time on these people, or make them spend at least double the amount of money, time and interruption that their calls cost me?  OFCOM tells me it's an issue that O2 can address as provider by, for instance, simply blocking the number.  What is the best way to go about this?  Please don't tell me to register with the Telephone Preference Service because that's about the first thing I do with a number (for completeness, I just double checked - yes, they still have my number on file) - and that was more than a year ago.

The London number in question ends on 9989 (I am not sure I'm allowed to post their whole number, but just in case you have the same problem) and I would like to thank anyone in advance for ways to explicitly identify the company behind these calls.  I am so fed up with this company that I am happy to take legal steps.  These sort of companies should be made to identify themselves properly.

On most handsets you can block numbers by long pressing on the number in call list and selecting "add to block list" or similar.

The problem is that there are so many of these cold callers, you don't know until they ring. You can block after but not before. I make it a rule never to answer numbers not in my contact list unless I'm expecting a call from a company. There is no easy solution that fits all these types of calls.
