HELP TRACKING AN 02MOBILENUMBER*EMERGENCY*

can anyone help me track an o2 mobile number to see whether it still exists to a customer or if the line has been disconnected. When i call the number, i receive this message, "The person you are phoning can't take your call, we will send them your number by text to let them know you've rung, thank you." This message has been coming on immediately without the phone ringing. Does anyone else in london have this message on their phone? what does it mean? does it mean that the customer is out of location or have their phone shut off? please, if an o2 representative can contact me, i can give you the cell number and maybe you can let me know if this mobile number belongs TO SOMEONE or not.

02 wont give out customers information .but usually when you get a text saying "The person you are phoning can't take your call, we will send them your number by text to let them know you've rung, thank you." it means the phone is switched off however if you have rang it several times for a long period of time and it keeps saying the same i would say that it probably has been disconnected .

Is it possible to call O2 and ask if this number has been disconnected without them saying to me that i've overstepped privacy rules? I just need to know if the cellular number is "shut off" or "disconnected". I do not need further information.
