Credit for network outage?

Remember this 10% discount everyone was going to get off their bill for the recent network outage?
Well me and my OH are both on O2 contracts (£27 pm). He got an email to say that he would be getting the discount, I don't remember receiving one. Then our direct debit went out around the beginning of October (they are separate DD's, but go out a few days apart). Hubby's goes out and his is £24.30 and mine goes out and it's £27.00.
I know it's only £2.70, but how come I never got the discount?

It only affected certain ACCOUNTS. I had no problems during the outage, hence I didn't get the discount on my September bill. My P&G backup phone however was affected and I got an extra 10% when topping up.

not all handsets were affected only affected ones got the discount.

I didn't know that it only affected certain handsets, but that would make me question it even more, as we both have exactly the same phone! (Sony Ericsson Xperia Arc).
We got them about 2 weeks apart.
