Why does this end the chat before a question is asked?

Why have I been charged for sending pictures was in the understanding it was in included in my package !!

I dont think it was.... if you are talking about sending MMS instead of SMS. Take a look here at this guide

Unless you have an MMS bolt on they are all chargeable I'm afraid.

mms have never been included unless you are on an old tariff.
