Can't make phone calls abroad

Hi all, I'm abroad (Europe) on holiday, mobile data roaming works but I can't make any usual phonecalls. I need to call a UK landline but am unable to do so. I also can't call the O2 customer services. Please can someone help and share how to make calls? Thank you

Ok, thank you, good to know. I guess I might just consider switching to a different network when I'm back in the UK.

O2 are opening up 4G calling and it should be available to all PAYG customers by the end of the year as that is when O2 will close down their own 3G network
