You can only block a number if your mobile supports that option ie some Samsungs can.
If the calls and texts are upsetting then bring in the nuisance calls bureau. What the caller is doing is breeching the terms and conditions of the network.

If you have a smartphone, there are many apps that can block numbers.

Blockem is a good app.It's Android only though. It will cost £1.70 but most of that goes to the NSPCC.
