Definitely congestion.
This often gets mentioned in areas of London - everyone sees 4G and assumes that it would be better, but because of the number of phones connected it slows down.

Congestion can be the only explantation from what I can see. I can get better 3G speeds here in some areas of Manchester compared to 4G.

Yes really poor....sometimes it's better to live in more rural areas like Nuneaton. Warwickshire
