is it possible to upgrade a phone before the contract end and free upgrade time - by just increasing the monthly tariff

Yes, you can over pay monthly on your device plan to get the payments done quicker or pay it all off in one go.

Monthly overpayments will reduce your balance but the term will stay the same until fully paid.
