cannot send a picture message from iphone XR to android phone and i have tried to manually change settings as O2 suggest but still not working - anyone help- its a business phone and other phone works ok

You may have the wrong data bolt on active on your account.

Call customer service to check if you have iData enabled, then reset your network settings.

Alternatively, use WhatsApp to send pictures which is free as you may also have a spend cap on your account preventing any additional costs to be added to your bill......
