Why is it that I can't see the 'VIEW AND MANAGE OUR ACCOUNT' for my buinsess account where is says, Welcome to My O2 Business - all your account and bill details in one place?

If you feel it's problematic then ring business on 8002.

We would have no idea. Your My O2 account probably needs resetting. O2 are the only people who can do that.
