Unlocking phone to any network

Hello, my dad is currently with 02 business sim only - using my sisters old phone which was also bought through 02.

We want to unlock the phone to any network however upon contacting o2 and them taking all the details and IMEI they have said he needs to log into iTunes with the account that purchased the phone first before he can unlock it?
My sister does not and never has had iTunes?

So apparently they are unable to help us.

We have been at this for 2 days now so if anybody could help I would really appreciate it.

That's rubbish, but the iTunes login is the same as your Apple ID anyway.

Sometimes required to complete the process but not to start it.
