What I mean is that USA was on o2 travel before the new rules.

Yes it was...and also on International pages ...and now on O2 Travel Inclusive. All giving conflicting advice as predicted.

So still £4.99 for o2 travel unless you’re on a new travel plus tariff..... clear as mud!

Well the basic question has been answered with a yes. 

However, as this is an iPhone,  I would suggest calling customer service and make sure that there is no international bar that needs removing and that the correct bolt on and apns are in place before travel. It's much easier to sort out before travel.
