transfering data to new phone

i have been trying to set up my new iphone8s but when i go to my icloud account to transfer it all ,i am not getting the passcode i need to do this please help i now have no phone to use

Hi @mrsjdb You need to access iCloud on a PC or other device and sign out of iCloud on all your old devices. This will remove the need for a passcode to set up a new device.

thanks just tried to  on my pc but its still asking for passcode and i cant get hokld of anyone to chat online at 02 lol so annoying

You must still be signed in to something?
Check and turn off find my iPhone too and if it will let you, turn off the 2 step verification in your account settings.

Also, when the box pops up asking for the code, try tapping on "can't get a code" as that will sometimes bypass it.
