where do I access my personal hotspot on my phone? I want to use an ipad and also use my mobile phone to make sure that I stay connected to the internet wherever I am

It is in your settings menu but only available if you are on a contract.

I am on contract but can't find it in my settings - where is it?

It's on the link I posted above but Settings >Mobile (or cellular depending on language settings) >Personal Hotspot.
Make sure you have the latest carrier updates installed too.

Welcome to the forum.

If you cannot seem your personal hotspot after updating etc then ring Cs on 202 for contract customers.

Also note using tour iPad tethered to your phone can use data much quicker due to the rich content it uses over phones.

You should have it if you are on a monthly contract and have the latest firmware and carrier updates installed.
Have you tried a restore in iTunes? (make a backup first then you can reinstall everything afterwards).
