is it just the "slide to upgrade" screen its stuck on?

this is a know issue when updating to iOS9. you have to force the phone to the Apple logo by plugging it into iTunes then holding down the power and front button together for 10 seconds. it will then prompt you to restore to a new phone

Take it to apple, slide it onto the counter and say "ok genius, impress me"

Or just repair install via iTunes, either way will work.

Have you turned off and back on again?
