I bought a replacement/refurbished iphone 4s from apple after a water problem on my original. I now find in: Mobile Data an account for username Vertigo and an unknown password. Can you tell me if this is someone elses details left in the phone software, or is it supposed to be there?

Vertigo is meant to be there as the username.

Apple wipe any iPhone before providing it.

Your SIM card would have initiated some set up info in the iPhone.

Edit : spelling and removed some info not needed.

That is correct for a contract iPhone.
