iPhone X wifi problem

My phone locates wi-fi source, and there is a "tick' to indicate it is connected, but is not. I have 2 bars 3G signal. 'VPN connecting' can't be turned off.

I have no email and no wifi functionalityt

You shouldn’t be connected via a vpn for WiFi so that is most likely the problem.
There is a separate setting for a VPN connection so make sure it’s off.

settings >General >vpn
