Toggling the airplane mode to 'on' in the iPhones settings just shuts down incoming signals to the iphone.
It does not affect 02's services like voicemail.
Turning off 3g and Mobile Data and connect to WiFi Only if you wish to use the Internet on the iphone. You can leave airplane mode toggled to 'on' You will still receive e mails too.
An alternative would be to purchase a local sim where your staying and use that in the iPhone if its unlocked to all networks. If it isn't then use this form to request the unlock sequence.

You are best to setup a full divert to voicemail before leaving the uk or you will be charged for a call to the iphone and a call back to voice mail. Setting up a divert to voice mail before leaving avoids these charges.

P.s. the other issue will be the visual voice mail as that only uses cell data
