First of all check your local area at the status checker http://status.o2.co.uk/ there may be an ongoing issue that O2 are aware of.
If you think your SIM is a problem pop into an O2 shop and ask for a new SIM, they will swap your number to the new SIM. You can also try removing the SIM card and give it a clean.
Most new SIM cards are 4G capable but this on it's own won't improve the situation. Firstly 4G is for data only.
Also there has to be 4G coverage in your area (it's not everywhere yet) and your phone needs to be 4G capable and lastly your tariff needs to be a 4G one - not all existing tariffs are 4G enabled.

Although as I understand it @Anonymous all new sims are 4G capable, whether you can get it or not. Would this be the same for the 4S or do they keep a stock of non 4G sims?
