iPhone 4 will not unlock

Hello

 

I am out of contract and have been trying to get my iPhone 4 unlocked for two weeks now and it just doesn't seem to be happening. I am talking to Customer Services by phone or chat regularly, have been told the unlock was successful a number of times (despite getting emails saying it wasn't).

 

I've connected the phone to iTunes with my new 3 sim in it but everytime I get:

 

"The SIM card that you currently have installed in this iPhone is from a carrier that is not supported under the activation policy that is currently assigned by the activation server. This is not a hardware issue with the iPhone. Please insert another SIM card from a supported carrier or request that this iPhone be unlocked by your carrier." 

 

And then I phone up and they assure me it is unlocked. They say it is, connect to iTunes etc etc

 

I was even told to leave it connected to iTunes for 30 mins but that hasn't worked (I assume a magician was supposed to fix it in the 30 minutes but he didn't turn up).

 

So......

 

WHAT DO I HAVE TO DO TO GET IT UNLOCKED?

I've used that, it was my starting point.

 

I really feel out of options now.

Get back onto customer services on the phone don't bother with chat and tell them it is not unlocked and ask them to put it through again for you if they won't I would escalate it to a complaint

So I have had my request to unlock my iPhone 4 refused again because the phone was not 'activated by an O2 sim'. The phone I got from O2. With an O2 sim.

 

It'll be three weeks on Wednesday since I've been trying to get it unlocked so I can put in a sim from another provider and leave.

 

Does this happen a lot? Are O2 making it as hard as possible for me to leave (even though my contract expired) so they can get more money out of me? In fact, is this even legal?
