iPhone 4 no picture messaging

Hi
I have just got an iPhone 4 and using my old pay as u go contract with O2. I cannot send or receive picture messaging.

On Christmas Eve I chatted to O2 online guru who sent me the specs for picture messaging. Turned phone off then on, did not work.
I then phoned customer services who said it is set up on my sim so put me through to tech services. They gave me specs again which I set up again, although we're the same as before. Turned off phone again but left it off for an hour just to make sure...still no picture messages.
Have tried to send some today, still cannot send.
Please help, I went from iPhone 1 which do not have tech to sen picture messaging to iPhone 4 as I really want to send pictures to my family

ring o2 again and ask for mms to be provisioned.

I assume you've turned on mms on the iPhone itself under settings then messages.
