activating iphone 5c

Hi, wondering if anyone can help me...

 

So im on an o2 contract and I've just been passed down an iphone 5c its unlocked and other sims have been tried and have worked in the phone even though apparantly you can activate your iphone with an inactive sim in it doesnt need to be an active sim (does anybody know if this is true?) we reset the phone once again except when I've tried with my o2 sim I can't get past the activation process. I have a wifi connection, so I know thats not the problem. After setting up a wifi network the screen goes onto a loading screen and basically says 'your sim cannot be activated...' I've gone into detail about the problem with a member of apple support team but they are adimant that its the carrier that is the problem and that I need to contact o2 to sort it out. It could be numerous reasons why the iphone isn't activating but I have no clue so I just wondered if any of you could help me I'd really appreciate it. I will contact o2 as soon as I can but I thought until then I'd ask the o2 community.

If you still having problems you may need to get a new sim for the phone. You can order online or via CS

You do need an active Sim.
Is your o2 sim working?
