Not all music is free on the iTunes Store. 

You are best contacting Apple and asking them https://support.apple.com/en-gb  and they can advise.

If you are subscribed to Apple Music you should be using the music app to add music to your library and to stream or download it. Any music downloads through the iTunes Store would be chargeable still but will remain yours regardless of if you are subscribed to Apple Music
