I'll want to just use it on 3G for now, but I'll also upgrade to a 4G contract when it becomes available in my area.
I understood that for LTE, O2 require 800mhz. I notice from Apple's model list, 800mhz listed on only some models, but 800DD listed for all models. What does this mean?

Does O2 support this 800DD? Does that mean all 5s's will work on O2 LTE?

All the 5S/C models listed in the page will support O2's LTE. So don't worry about that. O2 and other EU networks will supply the EU A1507/A1457 models.
However, the EU models are rubbish outside the EU. No 4G/LTE/AWS support outside EU, so example if you tend to unlock your O2 iPhone 5S, travel to the US, and get a SIM for AT&T or T-Mobile (US)*, you'll get poor coverage from them especially from T-Mobile as their network mainly uses the AWS band. So watch out.
But if you don't care about what I said, and you never plan to unlock your phone then just go to O2 and purchase the iPhone 5S from them. As said above, all 5S/C models work with O2's LTE.
*AT&T and T-Mobile are the only two choices in the US if you are going to use your O2 phone as they are the only GSM networks.

its possible it wont work even once delivered -it seem O2 have to sunmitt some setting to Apple to update user setting on the unit so it works.

I guesss this is not the fault of O2 but the fact there was no standard in palce for coverage worldwide - its crazy.
