Yesterday I made the mistake of dropping my iPhone 4S down the toilet (luckily I had flushed).
It is making the noises when emails/texts come through but I have a blank black screen.
Is it just a case of waiting for it to dry out or is it totally dead?

It wil almost certanly be dead soon
Advise is always to turn off and leave it off until dry.
But as you have it on the damage may well be ireversable.
Apple do offer an out of warranty replacement service.

it wont let me turn it off though, I have tried holding the buttons down but it wont power off!

The water oxidises on the internal boards causing failures down the line even if it started to work again.
All the water indicator sensors will also have been tripped.
Speak to Apple to take up the out of warranty replacement as Adam suggests.

I've only had the phone since Feb but surely it wont be covered under warranty will it?

But if you have Home Insurance, 02 Mobile Insurance, any mobile phone standalone insurance, or if your Bank Account provides cover then water damage may be covered.
