@Anonymous Are you using your sim from a previous phone or is it a new sim? If it's a new sim has it been activated? Have you tried switching the phone off and back on again? If that doesn't work, contact Customer Service https://www.o2.co.uk/contactus or if you have an O2 store nearby, you could call in and ask for another sim and they will activate it for you.

@Anonymous For security reasons sims are not sent already working. You need to activate it. Take a look at this link:https://www.o2.co.uk/help/phones-sims-and-devices/activating-your-sim
