Received my 5s today and deleted all info from my 4s before requesting it to be unlocked so my son can use the phone with his own sim. Can it still be unlocked? I am using the same mobile number for my new phone.

Yes,
You just fill out the unlocking form and when they e mail you all you do is put in another network sim, and hook up to itunes.
If he is using an o2 sim card then you don't need to have it unlocked.
If he is payg he just needs to adjust the apn settings in the iphone.

iTunes will then tell you its unlocked.
